Smoking Choice in Bars

Is it right that the City of Houston can dictate to a bar owner how to run thier business? It should be up to the bar owner to determine whether smoking should be allowed. They permit for alcohol, why not tobacco? Let's meetup and storm selected bars and smoke while we drink! They will enforce it on one person at a time, but they wont kick out 15 paying patrons at once. Let's make a statement!
